Procurement Analyst (Small Business Specialist), PD# 04170A
The Procurement Analyst, Small Business Specialist acts inaccordance with agency regulations. Develops and encouragesopportunities for small business concerns within the varioussocioeconomic programs by providing information regarding means fordoing business with the Federal Government, including assistanceavailable from Federal agencies. Advises potential suppliers onprocedures concerning formal advertising and negotiatedacquisitions. Establishes and maintains a robust Small BusinessOutreach program that allows for coordination and participation inGovernment-Industry conferences, regional, state and local smallbusiness events, and inter-agency small business activities.Develops guidance materials and provides technical advice tomanagers and contracting officers on the nuances of the varied smallbusiness programs. Provides technical expertise to contractingOfficers, locally, regionally, and nationally, procuring a widevariety of supplies, equipment and services, medical services,equipment repair and maintenance, and facility repair/maintenanceand construction, which may involve extensive evaluation of andnegotiations with small business concerns. Serves as suppliers’ andvendors’ primary point of contact for the Network ContractingOffice’s Business opportunities. Serves as the Network ContractingOffice (NCO) technical advisor for assisting small business concernsin obtaining payments under their contracts, late payments, interestpenalties, or information on contractual payment provisions; as wellas advising on key Department established acquisition directives.Advises small business concerns on doing business with staff,customers, and other stakeholders including, but are not limited to,the procurement of supplies and services using sealed bid,competitive, and non-competitive procedures. Performs solicitationand contract reviews and conduct analysis on problem areas. Performsother duties as assigned.

CONDITIONS OF EMPLOYMENT:

PHYSICAL REQUIREMENTS: The subject position is primarily of anadministrative nature in an office setting, however where travel towork sites is required there may be light physical work requiredsuch as walking over uneven surfaces or assisting technicalpersonnel in taking measurements or elevations. Government travel,meetings, or customer interactions will be required in thisposition.
To qualify for this position, applicants must meet allrequirements within 30 days of the closing date of thisannouncement.
Time-in-grade: Applicants who are current Federal employees orwho have held a GS grade anytime in the past 52 weeks must also meettime-in-grade requirements. For a GS-12 position you must haveserved 52 weeks at the GS-11 level.
A 4-year course of study leading to a bachelor’s degree with a majorin any field OR at least 24 semester hours in any combination of thefollowing fields: accounting, business, finance, law, contracts,purchasing, economics, industrial management, marketing,quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered tohave met the standard for positions they occupy on January 1, 2000.This also applies to positions at the same grade in the same agencyor other agencies if the specialized experience requirements aremet. However, they will have to meet the basic requirements andspecialized experience requirements in order to qualify forpromotion to a higher grade, unless granted a waiver under ParagraphD.
Waiver: When filling a specific vacant position, the seniorprocurement executive of the selecting agency, at his or herdiscretion, may waive any or all of the requirements of Paragraphs Aand B above if the senior procurement executive certifies that theapplicant possesses significant potential for advancement to levelsof greater responsibility and authority, based on demonstratedanalytical and decision making capabilities, job performance, andqualifying experience. With respect to each waiver granted underthis Paragraph D, the senior procurement executive must document forthe record the basis of the waiver. If an individual is placed in aposition in an agency on the basis of a waiver, the agency may laterreassign that individual to another position at the same gradewithin that agency without additional waiver action.
NOTE: The Defense Acquisition University (DAU) does not grantAcademic degrees; therefore courses completed at the DAU are notcreditable towards meeting the 24 semester hour requirement, in thefields identified above, unless the coursework has been evaluated byan accredited institution recognized by the U.S. Department ofEducation, and appears on a college or university transcript.
Specialized Experience (GS-12):
Applicants must have one year of specialized experience equivalentto at least the next lower grade (GS-11) in the normal line ofprogression for the occupation in the organization. Examples ofspecialized experience would typically include, but are not limitedto: Reviews written justification and supporting rationale preparedby VHA acquisition professionals for choosing a particularacquisition strategy over alternatives. Serves as a consultativeresource to acquisition professionals, staff and program managers inidentifying proposed acquisitions that involve contract bundling.Conducts vendor day sessions, out reach and other training sessionsto introduce small business concerns. Conducts cost benefit analysisand provides recommendations to higher level authority. Continuallyreviews the Federal Acquisition Regulations (FAR), FederalAcquisition Circular (FAC), Federal register and otherpublications.
There is no educational substitution at the GS-12 level.
